Morgan Edwards has over 20 years of multi-level corporate experience within the Behavioral HealthCare, Substance Use Disorder Treatment field. Over a decade of that experience has been at the executive level, shaping corporate policy and leading strategic planning. During this career, Mr. Edwards has helped more than a dozen community-based organizations achieve their corporate goals by creating quality substance use disorder treatment services for their community.
In addition to his corporate experience, Mr. Edwards has attended several educational institutions and currently holds multiple degrees: Law & Policy, B.S.; and, Paralegal Studies, A.A., with such honors as Summa Cum Laude and Omega Nu Lambda National Honor Society for academic achievement. Mr. Edwards is also involved in various faith-based philanthropic organizations within his community.
Currently, Morgan Edwards is the Chief Operations Officer and co-Owner of Pax House, Inc. As C.O.O., Mr. Edwards has worked in tandem with the Founder and CEO, James Burnett, to shift the organization from a privately funded substance abuse treatment program into a successful Los Angeles County Department of Public Health, Substance Abuse Prevention & Control, Drug Medi-Cal Organized Delivery System (DMC-ODS) & Recovery Bridge Housing (RBH) Contractual Provider.
As part of the Pax House Team, Morgan Edwards fully expects the organization to continue to flourish and become a staple in the Behavioral Healthcare, Substance Use Disorder Treatment field for years to come.

Born and raised in the heart of Los Angeles, Natalie “Toby” Tobar discovered the meaning of humanity at a young age. By the age of eight, she began to understand how people coexist, separate, and come together again through a shared sense of humanity. For Toby, humanity goes beyond simply being human—it means exploring the depth of our capacity to exist with compassion, purpose, and connection to both ourselves and the world around us.
Toby has worked with numerous organizations advocating for community change and youth empowerment. Her experience includes lobbying, phone banking, campaigning, grant writing, networking, fundraising, action planning, public speaking, and coalition building.
Today, Toby continues her passion for helping others through her work at PAX House Recovery. She believes that the operational and administrative work behind the scenes is just as important as the direct work with clients. To Toby, every role within the organization matters equally, and it is through teamwork that PAX House is able to support and strengthen the communities it serves.
Kenny Cobo has spent over 16 years working within the drug court system as a Court Liaison, helping individuals find treatment opportunities instead of the alternatives. He was first introduced to the field through a friend in the court system, and early on formed a strong connection with a judge over their shared passion for helping people rebuild their lives.
Kenny has worked with numerous organizations throughout his career, supporting individuals as they enter recovery and navigate the justice system. For the past six years, he has served with PAX House Recovery, which he describes as the most successful and impactful organization he has been a part of. Through his dedication and experience, Kenny continues to play a vital role in connecting individuals to the resources and support they need to begin their recovery journey.
Alfred Lee brings empathy, mutual understanding, and sensitivity to his work with clients, helping encourage and motivate them throughout their recovery journey. With a Bachelor’s degree in Psychology from the University of California, Santa Barbara, Alfred approaches treatment with care and insight, focusing on how individuals can grow and thrive through the connection of mind, body, and belief.
Luis De La Cueva began working in the substance use treatment field in 2012. He attended Glendale Community College, where he completed the education required to obtain his CATC certification, and later became a Certified Substance Use Disorder Counselor through CADTP.
Throughout his career, Luis has worked with a wide range of populations and has gained extensive experience supporting individuals at different stages of recovery. He has collaborated with numerous organizations in the field and remains committed to helping individuals build stability and lasting sobriety.
Luis continues his work at Pax House, where he brings both his professional experience and dedication to supporting clients on their recovery journey.
Christopher Arevalo brings lived experience and dedication to his role at PAX House Recovery. After spending nearly 20 years involved in the Drug Court system, he found a new path in recovery and a passion for helping others struggling with addiction.
Today, Christopher serves as a Registered Drug and Alcohol Counselor at PAX House, using his experience to support and guide clients through their recovery journey. He is currently working toward completing his Drug and Alcohol Counseling Certification.
Scott Booth spent 27 years in and out of rehabilitation facilities and the drug court system before coming to PAX House Recovery as a client. During his time in the program, he fully committed to his recovery and discovered a new path dedicated to helping others.
Today, Scott serves as a Registered Drug and Alcohol Counselor, using his lived experience to support and guide individuals on their own journey toward recovery.
Dart Hampton comes from a background shaped by years of substance use and involvement in drug-related activity, including both using and selling. After reaching a personal turning point, Dart made the decision to seek help and entered treatment—an experience that ultimately became the foundation for his recovery. Since completing treatment, he has maintained sobriety for more than four years.
Inspired by his own journey, Dart committed himself to helping others who face similar challenges. He has now worked as a counselor for over two years, combining his lived experience with professional skills to support individuals on their path to recovery. Through empathy, accountability, and guidance, Dart strives to help others find hope, build stability, and create meaningful, lasting change in their lives.
Dee’s life has been shaped by both service and struggle. With a background working with underprivileged and at-risk youth, Dee has always had a natural ability to connect with individuals who feel overlooked or misunderstood. However, addiction later challenged that path, leading to several attempts at recovery that ultimately built resilience and deeper self-awareness.
Through those experiences, Dee came to understand that recovery is not only about abstaining from substances but about changing the patterns and environments that keep a person stuck. Today, Dee is pursuing a new purpose—helping others navigate their own recovery journeys—and is currently in school to become a Certified Substance Use Disorder counselor, using lived experience and compassion to support those seeking lasting change.
Eric Thompson spent 15 years in and out of prison before entering treatment initially to satisfy court requirements. However, after arriving at PAX House Recovery, he fully committed to his recovery journey and successfully completed the program with outstanding results.
Following his completion, Eric chose to remain at PAX House as an employee, where he discovered a new career path helping others in recovery. He now serves as a Registered Drug and Alcohol Counselor and is currently working toward completing his certification.
Alongside his main role, Liban also runs group sessions as a counselor. In these groups, he combines his professional training with his lived recovery experience to guide clients through meaningful discussions that promote accountability, growth, and sustained recovery.
Tamika Jones’ enthusiastic commitment to driving positive community outcomes has guided her career as a Licensed Clinical Social Worker (LCSW). Her passion for this work is deeply personal, shaped by her early exposure to adverse childhood experiences, including the impact of substance use within her family. This lived perspective informs her compassionate, client-centered approach and her commitment to helping individuals heal and rebuild their lives by addressing their holistic needs. Currently, Tamika serves as a Mental Health Case Manager at Pax House, where she connects clients to therapeutic services, crisis management, and provides clinical interventions for individuals experiencing co-occurring disorders. Grounded in a strong commitment to equity, access, and healing-centered engagement, she collaborates with her team to create meaningful, lasting change in the recovery process.
Carl Burroughs is passionate about helping individuals overcome challenges related to addiction and build meaningful lives in recovery. He is committed to creating a supportive and respectful environment where clients feel understood and empowered to make positive changes. Carl works closely with individuals to help them develop the tools and confidence needed to achieve lasting sobriety.
Liban has been sober for over five years and has dedicated that time to helping others navigate their own recovery journeys. With experience both personally in recovery and professionally in the field, he understands the challenges of addiction as well as the treatment process.
Liban is passionate about creating a supportive and honest environment where individuals can grow, rebuild, and move forward in their lives.
In addition to his counseling duties, Eric assists clients at the RBH facilities to help ensure their safety and well-being. Having once been a client at PAX House himself, Eric brings a unique level of understanding and relatability. His lived experience allows him to connect with clients in a meaningful way and provide guidance and support throughout their recovery journey.
David Young spent 15 years living on the streets before coming to PAX House in search of a new path. Although he had never experienced recovery or treatment before, he committed himself to the program and successfully completed it.
Recognizing his commitment and growth, PAX House welcomed David as its very first intern. His passion for helping others and his lived experience soon led him to become an employee, where he now serves as a role model for individuals beginning their own recovery journeys.
During PAX House’s grand opening celebration, David spoke from the heart about his experience, sharing: “I had never been through recovery or treatment, so the experience was challenging. My time at PAX House helped me get my life together. I’m truly grateful for the opportunity and want to thank you for helping me get back on track.”
Today, David’s story reflects the mission of PAX House—walking alongside individuals as they move from chaos toward stability, purpose, and hope.
